Chapters have until August 4 to hold a supplemental General Council (GC) delegate election to ensure they have enough GC delegates and alternates. GC delegates must be elected by members; they cannot be appointed.
From the email sent today by Ronnie Grant, Vice President for Organizing:
If your Chapter wants or needs more delegates or alternates, you can hold a chapter election (HQ will not perform mail balloting). You must complete this by 8/4 and transmit results to me no later than 11 pm on 8/4.
Chapters have received a spreadsheet showing the number of delegates awarded each chapter, and the current number of elected delegates and alternates. CSUEU funds GC attendance for one alternate per chapter. Alternates observe from the audience until they are needed.
Chapters with delegate vacancies will have empty seats at GC, and CSUEU will be under-represented as a result. Since delegates resign (from their jobs or just as delegates), get sick, have family emergencies, etc., it's safer to have a few alternates.
About General Council
CSUEU is one of four California State Employees Association (CSEA) affiliates, along with:
- Service Employees International Union (SEIU) Local 1000 – civil service employees of the State of California
- Association of California State Supervisors (ACSS) – state managers, supervisors and confidential employees who are excluded from collective bargaining
- CSEA Retirees – retired state employees regardless of where they worked or whether they were represented by CSEA on the job
Delegates from each affiliate meet at General Council to elect CSEA officers, adopt a CSEA budget for the next 3 years, and modify the CSEA bylaws and policy file. The 65th General Council will be held September 5-7, 2009, in Los Angeles. The next GC will be in 2012.
